Already have rental assistance?

First: identify your program and your deadline

Check the agency listed on your voucher or shopping letter. CityFHEPS, FHEPS, NYCHA Section 8, HPD Section 8 and HCR Section 8 have different rules. Confirm the approved household size, search deadline, permitted location and current rent and utility calculations with the issuing agency.

A maximum subsidy figure is not automatically the approved rent for every apartment. Ask the agency to review the proposed rent and utilities before making commitments.

Prepare your search information

Organize your current voucher or shopping letter, caseworker contact, household needs, preferred locations and accessibility requirements. Ask for the program’s current checklist, including any extension or transfer instructions.

For a viewing inquiry, give a general description. Share full applications and sensitive documents only through an appropriate agreed channel. Availability and viewing appointments must be confirmed.

Housing is at risk: start with Homebase

Homebase screens eligible low-income New Yorkers facing a risk of entering shelter for prevention services. Contact the provider serving your ZIP code and ask about an appointment, required documents and available support.

If you are already in shelter, speak with your housing specialist or caseworker about your household’s rental-assistance options. If you have nowhere safe to stay, check the appropriate DHS intake route or call 311.

An application is a starting point—not a voucher

Ask HRA or your provider which program fits your household. CityFHEPS and FHEPS have specific eligibility rules; the responsible agency decides approval.

For Section 8, check the administering agency’s current application or referral route. Do not assume a waiting list is open or that paying someone gets you priority. Dmoonz does not issue vouchers.

Behind on rent or struggling with essentials?

Ask HRA about emergency assistance / One Shot Deal and the terms that apply to your request. Some assistance may require repayment. Court deadlines continue while an application is reviewed.

CityFHEPS: follow the route for your situation

The official CityFHEPS Road Map explains different routes for shelter, community and other placements. Your provider coordinates the required tenant and owner documents, applicable clearance or walkthrough, agency review and payment steps.

Ask who is submitting the packet, which documents are missing and who confirms the next step. Do not treat a showing, owner agreement or shopping letter as final move-in approval.

Section 8: use your issuing agency’s checklist

NYCHA requires its rental packet, including a Request for Tenancy Approval signed by the tenant and owner. The property, rent and required inspection must meet the program’s rules. Follow the NYCHA tenant guide for current submission and approval instructions.

If HPD or HCR administers your assistance, get that agency’s packet and directions. A different agency’s checklist is not a substitute.

Lease, payments, keys and timing

Have the responsible provider or agency explain when to sign, when payment is issued, who arranges keys and when occupancy is authorized. Confirm your tenant portion, utilities, lease terms and any deposit or approved fee in writing.

There is no universal approval timeline. Missing documents, property issues, inspection results and agency review can affect timing. Do not schedule an irreversible move based only on an estimate.

Keep the file—and the home—on track.

A simple tracking checklist
  • Keep copies of letters, forms and submission receipts.
  • Record who you contacted, when and what they requested.
  • Track search, renewal, recertification and appeal deadlines.
  • Report household, income and address changes as the program requires.
  • Ask about transfer permission before leaving a subsidized apartment.
Unfamiliar words? Start here.

A voucher is program-specific rental assistance. Your tenant portion is the approved amount you pay. A property inspection checks applicable standards; it is one part of approval.
