KNOW WHO TO CALL, WHAT TO SEND & WHAT COMES NEXT

Choose the issue below. Use the agency listed on the household’s actual voucher or approval notice. Keep copies of your submissions and reference numbers so your next call starts with the case facts.

🏢 Do I need to register my building?

HPD requires annual registration for buildings with three or more residential units, and one- or two-family homes where neither the owner nor immediate family lives. The annual deadline is September 1. Update registration when required details change.

Use PROS, complete the form, then print, sign, and mail it as directed. Valid registration requires the completed form and annual $13 fee paid to NYC Finance. If no receipt or correction arrives within two to four weeks, check PROS or HPD Online.

HPD property registration, HCR rent registration, and DSS apartment-offer registration are separate processes. If a one- or two-family home no longer needs HPD registration because the owner moved in, use HPD’s “Private Dwelling—Not Required to Register” process. Registration does not legalize an apartment.

📄 Which CityFHEPS packet do I use?

Use the apartment package for an apartment, and the separate room/SRO package for those rental types. The current apartment packet requests ownership proof, lease, HPD registration proof, authorization when someone signs for the owner, W-9/payee details, security voucher, and bank documentation for EFT enrollment.

Match the owner’s name to the deed exactly—including LLC or Inc. Match the unit number and lease dates across documents. Confirm any registration exemption with the caseworker rather than omitting the requirement without explanation. Submit banking and tax details through the agency’s appropriate channel.

💰 My CityFHEPS or FHEPS payment is missing

Identify the missing month and which payment component is missing. Prepare the approval notice, lease/unit information, a payment ledger, previous agency payments, and submission/reference numbers. Ask whether the issue involves authorization, payee details, a case change, or payment processing.

HRA: 718-557-1399. HRA’s landlord page lists payment/program inquiries Monday–Friday, 9 a.m.–5 p.m. Owners, managers, and brokers have separate inquiry paths.

🔑 I have a NYCHA Section 8 question

Use the Owner Extranet for payments, rental-package status, inspections, repairs, and renewal information. Have the tenant/unit identifier, submitted packet, dated notices, and the specific unresolved question ready.

NYCHA Customer Contact Center: 718-707-7771. A conditional move-in letter is not final permission to release keys. Confirm the signed HAP, lease, and final authorization.

🏠 I need HPD Section 8 help or a rent review

For package questions, HPD lists S8landlords@hpd.nyc.gov. For owner-portal help it lists DTRownerservices@hpd.nyc.gov. The Section 8 helpline is 917-286-4300.

For a stalled rent review, gather the requested rent, current lease and proposed dates, utility responsibilities, relevant registration/regulatory records, and every request or response already received. Ask which item is outstanding and how to supply it. Do not assume a requested increase is approved.

🗽 I have an HCR voucher—or I’m unsure which agency

Check the voucher/notice heading first. HCR’s administrator directory identifies the office handling its voucher program locally. Its MyHousing Portal provides program account access. HCR lists its NYC Subsidy Services Bureau at 212-480-6672; portal assistance is 833-791-2748.

Bring the issuing agency name, voucher type, validity dates, unit information, and case contact. A familiar “Section 8” label does not mean the NYCHA, HPD, and HCR packets are interchangeable.

🤝 HASA, SOTA, or shelter-exit coordination

HASA: start with the assigned caseworker for the household’s authorized housing and payment arrangements. General ServiceLine information is available through 718-557-1399. SOTA: coordinate with the shelter case manager/housing specialist on the approved agreement, unit review, and monthly payment setup.

HSU helps participating owners navigate eligible shelter-exit placements, leasing paperwork, incentives, and payment questions. It is not the same as the agency issuing every voucher.

🛠️ The inspection failed—or nobody has told me the next step

Get the written findings. List each required correction, who is handling it, and the completion date. Follow the agency’s specified repair-certification or reinspection process and keep proof. Review unit interiors, shared areas, and exterior hazards as applicable.

For a stalled packet, ask: “Was it received? Is it complete? What is the next required action? Who handles that action? Is there a reference number or target follow-up date?” Record the answer. A submission receipt is not final approval.

Still stuck? Better call Dmoonz.

Bring the notices, the question, and what you have already tried. We can help organize the issue and identify the next housing-navigation step. Keep sensitive tax, bank, medical, and tenant case information out of the general inquiry.
