CityFHEPS — view details
What it is
A DSS/HRA rental supplement helping eligible households find and keep housing.
How you get paid
DSS/HRA pays the approved subsidy directly; an assigned tenant contribution may also apply. Assistance can continue up to five years with continued eligibility and compliance, with possible good-cause extensions.
Owner benefits
Qualifying new apartments/SROs: first month’s full rent plus an optional three months of subsidy upfront. A one-month unit-hold incentive and a broker fee up to 15% of annual rent may be available. Broker fees are paid for qualifying brokerage services, not added owner rent.
Security
HRA security voucher replaces a cash deposit; no additional security may be demanded.
Rent and utilities
Approved rent must meet program limits and rent reasonableness; tenant-paid utilities reduce the applicable limit. NYC rooms have separate rules: maximum $1,100, required included utilities.
Process
Offer registration → preclearance and walkthrough → housing packet and signed lease → DSS final review → approved key/check exchange.
Timing and renewals
No fixed completion time is promised. Confirm packet status with the caseworker. Tenants renew annually; use current payment standards.

What it is
Family Homelessness & Eviction Prevention Supplement: assistance for eligible families with children receiving Cash Assistance. HRA decides eligibility; FHEPS to Move and FHEPS to Stay address different housing needs.
How you get paid
HRA payments can include the rent supplement and Cash Assistance shelter allowance. A tenant contribution can apply when the household has other income.
Owner benefits
FHEPS to Move: first month’s full rent, three months of supplement upfront, and a security voucher. Regular assistance can continue up to five years, with eligible extensions. An enhanced broker fee up to 15% of annual rent applies to qualifying HRA/DHS shelter exits, subject to funding.
For an existing tenant with arrears
FHEPS to Stay may pay up to $20,000 of approved arrears, with higher amounts considered in some cases. This is arrears assistance, not a vacancy bonus.
Rent, process, and timing
Use the current shopping letter and utility calculation. Coordinate the application, owner forms, property review, lease, and payment authorization with HRA/Homebase. No universal end-to-end deadline is stated in the cited overview.
Ongoing requirements
Eligibility depends on the family’s qualifying circumstances. Report vacancy and return overpayments. Side payments above authorized rent are prohibited.

NYCHA Section 8 — view details
What it is
A federally funded Housing Choice Voucher administered by NYCHA for private-market rentals.
How you get paid
NYCHA pays its authorized HAP share by electronic funds transfer; the tenant pays the assigned share. Subsidy payments require a fully executed Housing Assistance Payment contract.
Owner benefits
Monthly agency subsidy, free vacancy listings, and an Owner Extranet for payments, inspections, renewals, and tax documents. Certain new-voucher households qualify for NYCHA housing navigation and a broker-fee pathway; it is not universal.
Owner paperwork
Owner registration, Request for Tenancy Approval, W-9, lead disclosure, and any additional required property/payee documents.
Rent and security
Rent must pass the agency’s review even when within voucher limits. Confirm tenant-paid utilities. Security is separate from the HAP subsidy; confirm any approved assistance for the deposit.
Process
Rental packet → rent review and inspection → lease/HAP execution → final move-in authorization. Wait for authorization before releasing keys.
Timing
NYCHA advertises inspection scheduling within five business days after packet approval and contracts as fast as 30 days or less. These are conditional milestones, not guaranteed total processing times. Its current payment notice says payments are processed within one business day after HUD funding is received.

HPD Section 8 — view details
What it is
Housing Choice Voucher assistance administered by NYC’s Department of Housing Preservation and Development.
How you get paid
HPD pays the authorized subsidy; the tenant pays the assigned portion. EFT enrollment is through NYC’s Payee Information Portal. First payment depends on completion of the package, review, inspection, lease, and HAP contract.
Owner benefits
Agency-funded rent assistance, owner services, and a portal showing payment histories, inspection results, and abatements. HPD provides required inspections without an inspection charge to participating owners.
Paperwork and rent
Use HPD’s owner package, current payment standards, and utility rules. Provide requested ownership, tax/payee, and lease information; do not substitute another agency’s packet.
Process and timing
Owner package → agency review and inspection → signed matching lease/HAP → payment processing. HPD’s published owner FAQ says package submission to first payment may take up to three months. That document includes older schedules: confirm the current case estimate with HPD rather than treating it as a deadline.
After move-in
Maintain the property, provide owner-paid services, seek approval for rent changes, and report vacancy. The tenant cannot be charged HPD’s unpaid subsidy share.

What it is
New York State Homes and Community Renewal administers Housing Choice Vouchers through its program and local administrators.
How you get paid
The program pays part of approved rent to the landlord monthly. The household’s notice establishes its share; use the administering office’s instructions for payee enrollment.
Owner benefits
An agency-funded share of rent and online access to issued payments, tenant information, and inspection details.
Requirements and process
Start with the household’s HCR/local-administrator contact. Obtain its current tenancy-approval packet, property/owner checklist, rent and utility review requirements, inspection instructions, and lease/HAP requirements. Confirm each before setting a move-in date.
Security and incentives
Request written confirmation of any deposit assistance or special incentive for the specific placement. CityFHEPS incentives do not automatically apply.
Timing and renewals
Request a case-specific estimate from the local administrator; no single statewide leasing deadline is supplied on the overview. Participants complete annual recertification and must remain eligible.

HASA — view details
What it is
HRA’s HIV/AIDS Services Administration supports eligible New Yorkers through case management and benefits that can include housing and rental assistance.
How you get paid
The authorized case budget and payment notices determine the agency-funded amount and any tenant contribution. Before committing to a lease, ask the assigned caseworker to confirm the approved rent, payment components, payee setup, first-payment timing, and ongoing schedule in writing.
Owner benefit
Rental assistance can support affordability, and the household has an assigned caseworker for ongoing benefits and housing coordination.
Unit, paperwork, and utilities
Have the proposed lease, ownership/payee information, unit details, and included utilities ready. Request HASA’s current landlord checklist and property-review instructions from the caseworker. Confirm heat and hot-water arrangements before submitting.
Security and incentives
Confirm the actual deposit authorization and any fee assistance for the case. Do not assume CityFHEPS unit-hold or upfront-payment benefits apply.
Process and timing
Caseworker confirmation → required owner/unit documents → required reviews → rental authorization and approved move-in arrangements. The cited public overview does not provide a universal approval or first-payment timeline.
SOTA — view details
What it is
A one-time program paying one year of rent for eligible DHS households. It is not an indefinitely renewable voucher.
How you get paid
Approved assistance is paid to landlords monthly over the covered year—not as a full year of rent upfront.
Owner benefits
A year of approved rental assistance. HRA’s landlord page also lists a security deposit voucher; confirm the case’s authorized terms.
Household requirements
DSS assesses whether recurring employment, SSI, or SSD income can sustain the rent afterward. Rent may not exceed 40% of current/projected income. Shelter-stay and other eligibility rules apply.
Unit requirements
Required apartment reviews apply in NYC and specified nearby counties. Failed conditions must be corrected and approved. NYC room rentals have additional restrictions and must include utilities.
Process and timing
Shelter housing specialist verifies eligibility and affordability → unit review → landlord agreement and required documents → approved move-in and payment setup. Confirm case timing; no fixed end-to-end deadline appears in the FAQ.
After the covered year
The household must pay the rent without the SOTA grant. Report an early departure and return payments beyond occupancy as required.

HSU & other housing pathways — view details
HRA’s Home Support Unit is a landlord-support pathway, not a separate voucher. It helps with viewings, leasing documents, incentives, and payment questions. For qualifying CityFHEPS tenancies, HSU lists access to SSAF for up to $3,000 of eligible damage or arrears not already covered by the security voucher. Claim rules apply. HSU benefits and conditions.
Other housing pathways worth asking about
HUD-VASH combines veteran rental assistance with VA support. Project-based vouchers attach assistance to specific contracted units rather than functioning as an ordinary portable voucher. EHV households require current transition guidance: NYCHA’s owner page reports late-2026 funding changes. Bring the actual program notice to Dmoonz so the correct agency and requirements can be identified.
